Changing Connection Valve

I have a Costco Bestway pool. My connection valve has a small leak, and when turning the valve its very loose--I believe this might (?) be the reason I'm getting air in my strainer. I tried tightening up, but doesn't tighten and feel like the other valve when you open and close. My question is can I change the valve with the pool being full?
 
Also, this is the 3rd year I've had the pool. I just opened the pool up for this yr after getting the algae and water numbers correct after sitting for the Arizona "winter".

Here's the valve I'm referring to.

Skimmer -> Valve -> Pump

-- need to use duct tape because once pump turns off the force actually CLOSES valve.

--This is the screw I tried to tighten, but won't tighten enough.

-- there's also a SMALL drop leaking from the piece of valve connecting TO pool.


My hoses are also new. I bought 1.5 screw on hoses to replace my 1.25 push on hoses that use hose clamps. They seem to be OK, no leaks, but I can try switching back and seeing what happens. Can the different size of hose also effect anything?

I'm guessing that if you can plug up the other side or the valve(inside the pool) you could do it while the water is in the pool. BTW the amazon link showed this valve as well which maybe helpful?
