Cell bubbles

We have a Circupool SJ series chlorine generator and the cell is no longer bubbling when running. The power went out and we reset the control and it continues running fine. Except the cell isn’t bubbling.

Can someone tell me if it’s generating chlorine. Does it have to bubble? We tested the water and it’s holding at 20%.

Does it have any indicators that show that it's generating? Also, I can't see bubbles with mine, but I can see a "cloud" if you will when it's generating. Also, could you be looking at it when it's in a "off" cycle of the duty cycle?
