ok so I went to test the Combined Chloramines . after getting the FC it says to add 5 drops of the R-0003 and if it remains clear you have no CC. even I did that it barely changed color...I mean a very very little change to pick... does this mean I have no CC? and is that good or do I have a problem?

It means you have 0.5 ppm CC at most. Which is acceptable. No issues.
