Can't seem to find a solid answer on installing deck boards up to edge of above ground pool, or below it.

I can't seem to find a solid answer on installing deck boards up to edge of above ground pool, or below it.
Not sure if there IS a solid answer.

My concerns are...

1. Installing a ladder that screws into deck surface, seems like boards meeting the edge of pool with work best for this as everything is flush.

2. Future liner repair or reinstall. Not sure which option, edge or under, would made for an easier time taking off the caps. Is there an advantage to either over the other?

3. Making sure I can put the pool cover between the deck and pool when it's time to close it for the winter.

Any thoughts? My contractor is beginning the build tomorrow (digging footings) and I wish I felt confident on one choice or the other. Thanks!
 
I am in FL. As such we do not cover or close the pool in the winter. My husband built the deck so it went to "just under" the rails. He made sure to not go all the way to the pool wall. It was a close cut for many of the boards and added to the time and effort but was worth it to have like he wanted. To cover the pool I think we would have had to anchor the cover to the deck in some way.

For the ladder he had to add some 2x4 wood just for that purpose. He built them up so they were flush with the caps. He screwed each one down as he added them. Not the prettiest but it worked.

My wife and I decided aesthetics is key, so long as it remains functional (fitting closing cover in between), so we're going with under the edge for a cleaner look. I'll fashion risers for the step mounting brackets so it looks as nice as possible.
