Cant match holes in fiberglass steps during liner replacement

Replacing the pool liner right now. Several of the screws holding the sealing strip around the stairs in place were stripped and had to be grinded off.

I have all new gasket material and strips. The issue is I can't match up the holes in the stairs because there are screw remnants in several of them.

Will it leak if new holes are drilled and the gasket over that? Can the holes be filled and then re-drilled in new spots? I also could try to line up the holes that remain and only drill new holes near the ones with screw remnants in them.

I did. Stainless steel was too difficult to drill and there were several. The heads are ground off flat now.

No. I can drill everything fresh if need be.

I could either match the holes that will remain and the drill new ones near the ones that were cut out.

Or fill all the holes and drill new
