Why does TFP recommend such high Ca levels in fibreglass pools?

We don't. Appropriate CH levels depend on more than the type of pool. The recommended levels are generally safe regardless of the pool's equipment.

Most packets say 175-250 max for anything other than concrete or tiled pools?

Modern fiberglass pools do not need calcium. If you have waterline tile with grout or a gas heater you will need calcium in your fiberglass pool.
