Bromine levels last 1 day

New spa owner and frustrated as can be. I have added a bromine reserve and then I shock it with a non-chlorine shock. The bromine levels will raise, but they only last a day. We do use the spa daily but this seems a bit excessive. Other chemistry all looks good (ph alkalinty hardness etc). The phosphate level is very high so not sure if this is causing it. I also have a bromine floater with 3 tabs in it.
What am I doing wrong!?
 
Most likely: this new spa needs a purge with a product like Ahhh-Some to remove biofilm in the pipes leftover from the manufacturing + testing + waiting for delivery process. But simply using it is enough to burn through quite a bit of active bromine. How high is the bromine level going after you hit it with non-chlorine shock (likely MPS)? Is it completely gone by the next day? If so you may need to use more MPS each time to bring the bromine level up even further after use.

But depending on how heavy "we do use the spa daily" means (two people? Four? Half an hour, two hours?) even if there isn't leftover biofilm you may just not be getting the bromine levels up high enough for the level of use.
