Bottom rail rusting hole

Pool walls are in decent/good shape, but the bottom rail is rusting badly, even missing on the outside part that I can see.
This past fall, I used a rust reformer on the bottom few inches of the wall and bottom rail, I plan to paint this spring.
The cove is foam.

I just need to get through this summer but I'm concerned.
Do I remember hearing that the bottom rail isn't as important post build than during setup? Or is this something I'm hoping for ha!

No one can tell you that rail will or won't fail this Summer But, if it does, prepare for a large amount of water to go somewhere.
