Long story short we are putting in a above ground, metal wall, rectangle pool but the vast majority of the ground below the pool is solid rock (little to no dirt). We were able to easily level the area with 3/4 aggregate so no issues there, but my concern now that I'm a bit more educated is how would we bond the pool given that half the area is just rock? Could the wire just be partially buried in the gravel around the pool or is that a no no?

City provided no guidance as they are only concerned with the accompanying deck being built. No plumbing or electrical Inspections for the pool itself.

Welcome to TFP.

Just run the bonding wire along the surface where it cannot be buried.

Not sure what sort of rock you have, but if you can cut a slot / trench, even just the depth of the wire, that would be good.

If not, it's not a big deal.

My hot tub is on patio. It was a concrete patio that previous owners bricked over (and somehow it remains intact, and not shifting or cracking after 15+ years).

I removed the brick where the hot tub is, and filled in with pea gravel, so the hot tub has a level base. I put a bond halo around the tub (because I am super-safe) and did so by removing the brick, chiseling a channel in the concrete patio, putting the bond wire in the channel, and then replacing the brick.
