Bonding a new deck mounted stair railing

Pool was completed last year and at the time we didn't think we needed a hand rail on our steps, they stretch all the way across the short shallow end of the pool. We are noticing more and more that some our guests could benefit from one.

How do you bond the new bronze anchor sockets for the railing? I might get lucky and hit rebar when drilling the new holes but I'm not always that lucky. Decking is paver stones with polymeric sand locking them in place. There is a 18-24" perimeter of concrete around the pool under the coping and pavers.
 
There should be a copper wire mesh buried under your paver stones as well as the rebar in the concrete. You could lift one of the stones nearest your ladder to get down to a bonding point and then carefully cut a chanel in the concrete to lay the wire in saw cut to connect to the ladder anchor. Fill the saw cut with grout that matches the concrete color and set your paver stone back in place.

Since you only have to make a saw cut 18" or so an angle grinder with a diamond blade should be all you need to put a cut in the concrete.
