What causes pop up heads to not rotate, I have a few that do not rotate. Every time they pop up they are in the same orientation. Any help greatly appreciated

Usually grit in the head/body doesn't allow it to raise completely. There is a set of "teeth" that allow the head to turn each time it retracts, but it has to get up high enough to disengage and then re-engage the next setting.

As @1poolman1 stated - grit/dirt in the head/body of the popup.
Or they could just be worn out.
You can try removing the popups and clean them out carefully under running water. Be sure to move them thru their entire range.

Are you the original pool owner? If so, they may still be under warranty.
