Bleach Concentration - Label vs. Real Life

Opening the pool this weekend and need a lot of bleach. Target is my usual source, but they were out, so I called the pool store.

Pool store lady said they have 27% bleach and the price was good (too good, as it turns out...).

Turns out the bottles are labeled 12.5%, and her excuse for telling me 27% is that the concentration is apparently 27% when the bleach is bottled, but it's labeled 12.5% to cover their bases for degradation over time. She also said they get bleach each week, implying it's fresh and thus stronger than the label.

This seems like a sketchy sales tactic to me, but figured I'd ask here to see if it's normal for bleach to be derated on the label like that.

If it is, this bleach might not be a bad deal, though I doubt it.

Not likely. It might be a few tenths over 12.5%, but that is it. Would you as a supplier use double strength and sell for the lower strength price?
