You have an unusual double row of tile.

Why is there a double row of tile?

Was the deck installed over an existing deck?

When was the last renovation?

A replaster will have a high probability of creating a Domino effect where the chipout of the plaster will usually lead to more work like tile and coping issues.

The tile is probably unbonded/delaminated based on the efflorescence visible in the pictures.

Most likely a company would recommend a retile during a replaster.

A full chipout replaster with a full retile is expensive.

Hopefully you found the advice helpful. Make sure you spend some time looking at the articles posted above to get a feeling for what TFP is all about. This situation you're in was created by the use of pool store chemicals and by listening to pool store advice. I recommend you get your own TFP recommended test kit and take charge of your pool. The test kits at TFtestkits.net provide the best value for the backyard pool owner.

I have no idea why there is a layer that matches the top then this layer of blue tile - former owners lived here seven years I believe the pool is older than that.

You are learning why the prior owners never cleaned off the stains.

As was said, the stains are just cosmetic.

I would maintain the pool chemistry using TFP methods and levels.

You will get rid of the stains when you decide to renovate and replaster the pool.

Until then enjoy your new new house and pool and go swim.
