Basic drain and clean = Headache!!

Hello
I have a 5 year old Spaberry spa (very basic 2 person above ground, 110v, 1 pump, 2 speed) that we are the original owners of. Have never had any issues until about 6 months ago.

Here is the timeline/issue:
- Drained spa, cleaned it, filled it back up as I have done several times before
- Spa heats, but jets run at half power on both power levels (barely anything on low, and high is about what low is normally)
- Happens with or without filter installed (no change in jet power)
- Have tried all air lock procedures several times (loosening unions, jets purging on/off, plunger) and have had same results.
- Have talked to 2 local spa repairmen who said they would be happy to come out and charge me, but they would just do what I have done.
- No error codes are showing up
- Everything seems to run as normal, except for the power of the jets.

I have been at this off and on for the last 6 months, starting back at it again this week. Thought I would try my luck on a forum.

An air lock was my first instinct also.. My spa will do that if you put the hose in the bottom of the tub when filling, instead of into the bottom of the skimmer area with the skimmer removed.

If this were my spa, I would look at the pump.. Maybe the impeller has come loose from the shaft and it is barely working.. Edit.. or maybe the impeller has broken and is partially blocking the output..
