Balboa vs500z

I ordered a new balboa vs500z kit and a new executive 48 2 speed pump

I believe I have everything wired correctly but once my pump gets water to it, it will not reach speed 2 and sometimes will stay on at a very low speed no matter what I click on the controller. I can here it clicking as I press the pump button but it will not reach speed 2

I'd guess it's wired or setup wrong. Post CLEAR pics of circuit board, dipswitches (bottom center of board), wiring diagram, and equipment area.
