Baja and Benches Poured too high - Concrete Pool

Hey guys! First time poster, pool buyer, and owner here. My PB finished the shotcrete and the benches and Baja are too tall. They came and jackhammered the Baja to lower it but it's very rough and uneven. The say they'll do the benches after coping. The worries I have is the Baja now is uneven and rough and I'm not sure the process to smooth it out. Is this something they'll do with the pebble tech or are they supposed to add concrete layer and let it recure? Also can u just add concrete or is that a "cold bond"?
Any help would be great!

Can you provide a picture of the uneven Baja with possibly something long and straight on the shelf to help judge it’s severity?
The texture of the Shotcrete needs to be rough for the plaster to bond to.
The pebble Tec can even out the final leveling but only to a certain extent.
Cold Joints are common when hydraulic cement is used properly.

Also I noticed recently the last stair seems so tall. Difficult for a child or elderly person to step onto.
Was considering building up the slope area to address this issue. I'm worried about having that done. Does this seem too high?

does that really say 25"???? That is WAY too high! Here I thought 12" was too high. They can drill into the shell and stick rebar into it to secure the new step to the shell.

My entry step to ledge is 13", and that is 16" if reading right. There's a lot of buoyancy at that bottom first and second step, where that should not be an issue at all. I don't think anyone even touches the bottom step much.

That's what I though at first!!! Enlarged, I think it's angle of pic and tape. Seems the string line and board are congruent about 16" or so.

16" is still too high. A house riser is 7.5" so............that is more that double that even at 16". I would ask for another step to help ease that first step. How is the height of the rest of the steps?

From the pictures provided the Baja shelf looks fine for plaster application.

The issue with a new step is I have in floor cleaning g so the last step won't have heads... They suggested adding to the slope to get us closer to the step

That is one option. I do worry it will be quite a slope and you will lose some "play space".
