Bad Skimmer Job?

Our pool has just finished a big renovation and we got to finally swim. We have not finished out the contract yet because we are still waiting on the controls for the pump and solar. I am wondering now that we have been in the pool if the skimmer was not sealed in correctly. I have posted a pic but it might be hard to see. What I am trying to show is that the top of the skimmer box has some cement and inside the cement is a yellow cement bag that is mixed in. Will this cause a problem as the bad deteriorates from the water or will it not be sealed properly or is this a normal practice?
