Aqualink RS6 not functioning correctly

I've had this indoor Aqualink RS6 trouble free for around 18 years. My neighborhood experiences power surges every month and have never needed to do more than reset the date and time. At the moment I'm running the pool equiptment from the outside control box using "service mode". The indoor controller reads "service mode is active." When not in service mode I can't get any of the indoor control panel buttons to function. I've tried the reset button, turned power off and then back on, still nothing. Any first step suggestions?
 
I once had a time when all the indoor panel lights were on, and indoor keypresses had no effect. Powering on & off didn't help. But when I removed the 9V backup battery, then powered off, waited a minute, and powered on, it was fixed.

I suppose that if the bug is in a circuit powered by the 9V battery, then a regular power cycle won't reset it, but if you remove the battery & power cycle, it will.

Since I left the above post we experienced a deep freeze (Houston, Sugar Land, TX) and then were without power for maybe 1 day. When power to neighborhood came back on both the indoor Aqualink RS and the outside Control Box are blank - no power.
I. I have checked the breaker panel in garage and the breaker for the pool equiptment was tripped. I reset it. Nothing.
2. GFI box on the Master Control Box appeared to be malfunctioning so I removed and replaced it with new GFI. I now have power to the GFI box.
3. Everything else is still dark, out, zilch, nada, *&$%!
4. Replaced the 9V battery. Nothing.
5. Power off breakers and reset. Nothing.
6. Disconnected the spa side switch (which had not worked correctly for past 2 years.). Nothing
I DO NOT know where to check for a blown fuse. Is there one in the Control Panel Box?
I guess I need to mention that the gardener cut the JVA power line to the Control Panel Box (guess who that was!!) with a pair of shears while removing
a nest of vines. I was after that that I think the system likely shorted out. I'm hoping that blue a fuse and tripped the breaker.
Any and all help would be much appreciated. Bob
 
Cutting the JVA power line likely blew the fuse on the PCB board. I gave you the fuse location in your other thread.
