Algae or Dirt?

I have been fighting a dirty pool floor for 3 days without any luck. I assumed it was dirt because the kids were getting in after running barefoot through the yard, but it's just not going away. Could this be algae instead?

I have been vacuuming to waste daily. When I'm done, the floor is clear, but the next morning it's all back again. I've done this so much that I now have to replace salt and CYA.

Does anyone have any advice on how to tell if this is dirt or algae and how to get rid of it?






I have a 14'x42" pool with a sand filter and a Summerwaves saltwater system.
 
So chlorine tested at 1ppm (which is crazy because I run my salt water system 10hr per day). I shocked it last night and today it's blue again, but there's still a lot of algae or dirt on the bottom.

I also noticed that when I turn on my sand filter, some sand is getting blown into the pool. Maybe this is the cause?
 
What are you using to “shock” it?

What test kit are you using?
