If you cannot get it to brush off with some pretty vigorous brushing, it is likely calcium scale which is harboring some green algae. You have to identify it before you treat it. If it's calcium scale the blotches should be "humped up" a little bit so you can feel them when you run your finger across it.
If so, see if you can scrape some off with your fingernails and retrieve what you scraped off.
Out of the pool (and being dry wouldn't hurt), place them on some unvalued wood and put a few drops of muriatic acid on them. They should "fizz up" quite noticeably. That will show us it's calcium.
We really need to see CURRENT pool test results, too, please. Can you post them?
