A step is broken in my pool / Quote from Pool Svc Co

I have a 20k gallon Pebbletec pool and part of the concrete on the step is damaged. I'm in the process of calling around for quotes. The first person I talked to provided me a quote of $450 to repair/patch the step. He then discussed it's a better option to apply epoxy to all of the pool. The pool is about twenty years old. The quote for drain, acid wash, step repair, and epoxy for the entire pool is $2600.

How often do I need to apply an epoxy finish to my pool? I'm trying to understand if it's necessary or if I should just repair the broken step.
