Quietest Hayward VS pump?

The major contributor to noise (on a new pump) is the flow rate. The higher the flow rate, the more noise there is. So at the same flow rates, both pumps should be equally quite. Plus both use the same wet end so no different there.

Also, what makes old pumps noise is mostly worn bearings in the motor not the pump design.
 
By the by, I would avoid getting an SVRS pump unless you are required to have one. In some situations that is a crucial safety feature, but if safety is insured in other ways, having an SVRS pump in addition has a habit of causing problems.
