Hayward SP1592 Strainer Basket

I came across a Hayward SP1592 pump and have a question about it. I was checking the gasket for the strainer cover and noticed that the basket is a little loose on the pump. The C clip is on securely installed. Should there be any play between the pump and the strainer basket? I cannot remove the basket from the pump. Is there a secret to it?

I got the basket housing off and lubed the o-ring. The basket housing being a little loose concerns me. Oh, The pump is not installed on the pool.
