Liner wrinkling

Our pool is completing the third season and the liner in one section of the shallow end is wrinkling. There are a few very minor spots on the floor in various areas but nothing like what you can see in the photo. It seems to be contained to a three or four foot section.

Any idea why?

Wrinkling like that is almost always the result of the liner floating up and shifting position slightly. Liner floating happens when the ground water level is higher than the pool water level, causing the liner to no longer be held in place. To some extent you can prevent a lot of liner floating by keeping the water level in the pool as high as practical. It is also usually possible to install drainage that helps keep the ground water level down.
