is it possible to replace the light niche flange (or liner sealing ring, the one with 10 holes) without draining, or do i need to drain below it before i take it apart? also, do i need to replace the gasket behind it when i do?

It is replaceable without draining. Simply remove the screws. I would replace the gasket at the same time just as good insurance.
