trouble replacing hayward valve sp715

I have purchased a new valve stem, key assembly and spider gasket. I put the gasket in and replaced the new stem, handle cover unit. however, the handle has slack in it once i get the top screwed down good. it just doesn't seem right. Any help would be appreciated.
 
I have read a few places about removing the handle before you put the lid and diverter on. Do you have to do that? Maybe that is my problem. I bought this house two years ago, and have finally got fed up with the pool stores stealing from me and feeding me a line of bs. So I consider myself a newbie.

Please help. I do not want to call a pool store.
