45M5 chlorine pump won't stay primed

I will admit that I am newer to pool repair. I have a background in general repair and HVAC. I work on a government facility and I have recently been put in charge of two pools on the base. I have a 45M5 feeder pump at one of the pools that was ordered prior to me being put in charge of maintaining them. The pump that was on there prior was a 170DM5 but it was determined that a double feeder was too big for this pool in question. I replaced the pump however, I cannot get the line or the pump to prime. I have made sure that the lines are in the chlorine and that they are not clogged. I have also apologize in advance if this is an easy fix and I am just missing something stupid.
