I used to live in FL and had a pool there too.
I used to go down to PAP or Leslies, or the local mom/pop pool store and get my three yellow 2.5-gallon jugs of CL filled with bulk 10% CL for a total price of $15, circa 2012.
They had a huge tank of CL in the back...and would exchange the empty jugs for pre-filled jugs sitting on a rack.
We moved to S. MD, and I brought my 2.5 Gallon jugs here, but NO pool store in the area sells that liquid chlorine here in MD "in bulk".

Is there a law against it?
If you want liquid, it's $3 for 121oz of 8.5% at Wal-Mart.....which converts to more than twice the price per PPM of CL in the pool.
