City Water test

I read that city water could have a little chlorine in it. Is it possible use the R-0870 powder to see if chlorine is present from faucet water?

Sure. Run CL, PH, TA & Ch tests on the city water and see what you have.

I understand 4ppm is the max chlorine allowed in public drinking water.

You should see some FC in the water. Don't be surprised if you also measure some CC. Some water companies use chloramines to prevent pipe corrosion or something. It'll disappear on a sunny day.
