I can’t determine what this is. I took this picture zoomed in from outside the pool. Is it possible that the pool was worn down and rebar is poking through and rusting? I’ve hit this with a wire brush on my pole and I can’t get rid of it.
My vote is for rust. I have a few blotches like that. The problem is TFP water is so clear that every imperfection in the plaster is highly visible. I live with them, hoping to squeeze another year or two out of this plaster job.

If it's like mine, it's going to start raising, too. I'v toyed with the paint idea, too, but it seems like none of it lasts more than a couple years. If I was planning on selling, yes, I'd paint, and leave town. But replastering is the only long-term cure.
