I believe he said his water loses heat and the low temp light comes on when jets are not active. Water does heat (and low temp light goes out) when jets are active.
 
I will just say this, although I am not sure it is what is being observed.
Some (most? all?) of the 120V spas do not have enough power to run the heater and the jets at the same time.
They usually run on low pump speed and will heat the water up.
But when you are actually using it with the pump on high speed for the jets, the heater will be turned off and you will lose heat.
If they are wired for 230V service, then the jets and heater can run at the same time.
