SPA Jets are too strong

My Spa Jets are too strong. The Jets are on a separate path than the pool/spa filter system. The SPA Jet system has an air blower with a 3 way relief valve to control the amount of air injected.

The pump is a Jandy FloPro rated at 1.5 HP with a Century Centurion Motor, single speed, 3450 RPM.

What are some solutions to lessen the Spa Jet water flow (without buying a new pump)?
Some ideas:
+ using two 3 way valves, one on the pump input and one on the pump output, feed back some of the water?
+ are there kits to make the one speed pump into a 2 speed pump or a kit to lower the RPM?
Please comment on these ideas and add some of your own.

Neither of these are very good solutions for a variety of reasons. Feedback can cause a pump to run close to run out which is not good for the pump. Running on low speed will be too weak for the jets.

How many spa jets are there and do you know the type of jet being used?

Depending on the answer to the question above, the cheapest option would be to use a throttling valve on the output of the pump.
