Question about water overflow vent, should it be blocked off?

So I have this vent right on the side where the skimmer input is, I assume so the pool doesn't overflow when we get too much rain. I noticed its blocked though which i dont understand. Is there any reason i shouldnt take the cover plate off? I am always having to drain my pool in the rain a couple times a year.

If it is a overflow drain, it would be odd that it is blocked off. :confused:

How about a picture??

My overflow has a cover, with slots in it, that lets water pass through.. The bottom of the opening is just above the middle of the skimmer...

I can't think what else it might be and can't see any reason not to open it.

If it is an overflow, I suspect it will be connected into your deck drain system... Should be easy to tell with a garden hose..
