The advantage to using your house's water meter for measuring the volume, is that you can run all the hoses you can find into your pool. There is some advantage to filling a pool fast, generally the faster the better.
Whatever you do, don't stop the fill once you start. That can leave a permanent ring on your brand new finish. You want to fill a pool from the very deepest part up. So that the ends of the hoses get covered quickly and are underwater. You don't want water splashing or running down the plaster anywhere, that can stain your finish, just as stopping the fill can. Socks over the ends to keep from scratching. All the ports into your pool should be plugged (returns, autofill, vacuum, etc), so that they don't leech any water. Dribbles out of ports can also leave a stain. Don't fill with your autofill system, that'd be water running down the side. That's about it.
There is some data about when you actually start your fill, in terms of plaster curing. I don't understand that, so can't advise. You might ask that question of others.

highly recommend you get either kit pronto. Fill day is hectic. Pool startup is somewhat hectic. You need to test your fill water, and you need to start testing and dosing your pool on day one (or day two at the latest). That is
not the time to break open the test kit to learn how to use it. Get it now. Start practicing with it now (test your fill water, test a neighbor's pool water, put a few drops of chlorine in a glass of water and test that, whatever.) You get the hang of it pretty quick, but it takes a handful of times to start to feel confident with testing. Practice with everything except CYA. You'll add that to your pool, but it's not found in tap water, so don't waste the reagents, you'll only get zero. Enter your fill water test results into the Pool Math app by creating a new "pool" for it, so you'll have two pools in the app, one for your pool, the other for your fill water. Test fill water a few times a year and keep track in the app. That'll come in handy for strategizing how and when to add chemicals.
Be prepared to brush your pool (pole, brush, etc). You'll need to do that right away, at least twice a day. Keep your pool clean and free of leaves, dirt, debris, etc. No swimming (I forget how long.) Don't go into the pool while it's filling. There seems to be contradictory info about when you can safely run your vac. Some say wait a month. Mine was running within a week. Depends on your vac and your finish, I suppose. Seems prudent to wait as long as you can.
