Pool heater advice needed

I have a 25 year old Laars Lite Heater for my spa. With the spa dial all the way turned, it doesn't get the spa up to 103-104, only about 98-99. When it reaches 98-99, it turns off. I would like to replace the current heating control with a modern digital control that will let me set the heat at a higher temp. Is this possible and do you have any recommendations for a specific controller you would get?

I highly doubt it is the control that is keeping your temp low as it could be the high limit that is actually causing it. I wouldn't put much money into that old unit, You would be better off saving your money and investing it into a new unit.
