Should all spa jets be on when the pool pump is on?

We have a concrete in-ground pool, with a spa above it, it's all one giant pool / spa unit, but the spa is a little higher, so that it creates a sort of water fall as the pool motor is on.

What I noticed is, the 4 jets in the pool itself are on. However the 4 jets in the spa are not. There is just one "working / on" and I cannot tell if all of them are supposed to be.

There are 2 jets that face directly at the ledge that creates the waterfall into the pool. Only one of them is on. The other is doing nada, and the 2 that are on the sides of the Spa are off / doing nadda either.

Is this standard to only have one jet pushing water back into the spa and into the pool or should all of them be on?

    Cheers!
    -Michael

Mine has 8 jets IIR. Only 4 are on during normal run times and even during Spa Mode. The other 4 come on when engaging the booster pump, a secondary 2Hp pump just for this purpose. What does it do when you have spa mode on? Do you have a booster pump for the spa? Do they all come on when the booster pump is on? If they all come on when you turn the spa on it is probably managed by a Jandy Actuation Valve to re-direct all water to the spa when the spa is on.

I could be wrong. I have been before.
