Expansion Joint

I just had a new pool built.When the pool companies pool man came out to start my pool up he made me aware of several problems. One that I'm reall concerned about is the expansion joint which is filled with concrete. There is no room for movement. Is this ok?

Yep, need more info. What is the joint between? If between deck and pool coping how wide is the deck? What is on the other side of the deck?
