125 CYA and black and green algae

First, thanks for this incredibly helpful website and forum. Second, please advise. I'm resuming the management of my pool after going through 3 different, disappointing services over the last 5 or so years.
I have a salt-cell generator, but when I hired the first "pro," he convinced me to just use chlorine tablets (rather than replacing the cell). Consequently, my CYA is very high. After reading your website, I understand now why the shock that my most recent pool service added, did nothing to eliminate the algae. I am draining the pool, and as the green murky water recedes, I can see black algae (concentrated on the steps). What's the best way to get rid of the algae? My pool has a light blue quartz surface. Is power washing OK? Is a stainless steel brush OK? Can I rub the black algae spots with a chlorine tablet without bleaching out the blue surface of the pool? How thoroughly do I need to remove the black and green algae from the surfaces before refilling and SLAMing the pool with liquid bleach? Thanks for any help you can provide!

Welcome to TFP.
There is quite a bit of information on black algae on the forum.
Please read Black Algae

Do you plan to get a new SWCG cell? Use liquid chlorine now until you can clear the algae issue.
You will also need to perform a SLAM Process. Please read through it and ask any questions. It is best to have a CYA no higher than than 40 to perform a SLAM as that reduces the amoutn of chlorine needed.
