sheer waterfall

I have 2 bubblers and 3 18” arc waterfalls running off a dedicated 1.65 pump. Shelf with the bubblers is 14” deep. Seems like there is not enough water pressure. Do you think I need a dedicated pump for the bubblers? The bubblers were plumed on a 2” loop and the waterfalls are on separate 1.5”...
