I would use silicone, remove skimmer apply around the face, inside and out then re install the skimmer. Put a gob of silicone about half inch long and 1/4" deep on a piece of cardboard, when you can press on the gob without it sticking to your finger start refilling the pool.

I use 2 pieces of 3/8" nylon rope to tie the ladder to the tee's. My goal is to get the ladder pulled back to the top rail, and real snug to prevent side to side movement, works well as I remove my ladder before covering with our solar blanket everyday.

You could also check out chain link fencing poles and top rails. Size could be close, thicker metal, better galvanizing.

I ran mine underground to the pool/pumphouse. Installed with grade towards pumphouse with drains for winterization. If there was a little bit of water in the pump while it was running, maybe you got lucky and didn't burn out the pump seal.

When I installed my piping I made sure it all graded to one point, I dug a "well" (rock and gravel filled hole) to help with fall drain down. In the fall I open the drains, then one by one I blow out my systems, both low point drain and high point air addition point stay open until spring.
