That's not clearly enough liquid chlorine.. I have to use 1/2 gallon of 12.5% (My pool is 27K Gallons) daily to maintain my FC at 7-9 PPM... You should probably raise your CYA to 50; that way it will give your FC more protection... Cost me about $2/Day in FC and my pool has been absolutely...

Could the fingers in your sand filter be broken; that would possibly allow sand back into the water through your returns?

With a CYA of 50, you need to maintain your shock level at 20 PPM. I would check every hour or so in the beginning and keep bringing it up to shock level. I would stock up on liquid chlorine as you are going to go through a ton of it. This will eventually clear up!!!
