If you don't have to do a slam does a high CYA level matter?

My water is so cloudy and it seems like it is worse at times. I am wondering If my sand filter needs cleaned (more than just backwash) or a sand change. could that be the reason for high (over 100) CYA tests. I have drained water multiple times 4-5" each time, with no change in CYA
