This! The sample can still be reddish, but the test not completed. If the color changed to even redder after a drop, then count that drop and all the ones before it.

Try measuring pH first instead of FC. If pH behaves normally in this case, then maybe there were residual chemicals from the FC reagents. I have a dedicated tube for chlorine measurements only since the FAS/DPD powder reagent can cloud the walls.

When you say now matter how many drops you add... do you mean even if you fill it all the way up to the top 30 ppm line with equal amounts of pool water and the CYA reagent? If so, then yes, likely means you have low CYA levels. There will be dosage information on the bag of CYA granules, but...
