Why are the same pumps listed with different HP of 1.5 and 3.0?

My pumps are about 2 ft above pool water surface. There’s no solar water heater on the roof so I doubt if I need high head. Can its Variable Speed motor be used on the old Whisperflo pump?

Replumbing is not a problem as long as intake height matches the Pentair Whisperflow WFE-4 pump otherwise I may have to find suitable base materials.
