It was the display board. As soon as I replaced it, it started to generate visible chlorine (small bubbles on surface) and the generator light is on.

James, went out and cleaned all the contacts on both sides and reassembled. No luck. I've ordered a new display board. I hope that fixes it.

James, I have already reset the display board about a week ago. Could I use a di-electric grease to help the connection? Thank you!

Yes, sorry about that. Salt test strip came back at 3200. Cell is reading 3400-3600, so not far off.
