    The heater now works! I checked the continuity (wiring from heater to control panel). It turns out that rodent damage to the wiring was the culprit. Pretty easy fix. Thank you so much for everyone's responses, and especially 1poolman1's suggestions.

    I wasn't clear, sorry. The valve should turn exactly as you describe, but I can only turn it 90 to the left. Cannot turn it right at all when starting from the position in the pic. in other words, it will not turn 180 total, only 90.

    Chad, good you mention that. I ran spa mode this morning, and it worked as it should. The two Jandy valves turned in unison, and water was coming into the spa via the return. No issues.
