The heater now works! I checked the continuity (wiring from heater to control panel). It turns out that rodent damage to the wiring was the culprit. Pretty easy fix. Thank you so much for everyone's responses, and especially 1poolman1's suggestions.

It looks that way, but no, it's glued just fine. It's the far bottom joint that is the problem.

The leak is at the far bottom elbow, so there isn't much access due to the wall footer directly above it.

This strange plumbing is on the dedicated vacuum suction line. It sits under a concrete wall (!?!) and the adjacent pipe is tight next to it. The pipes were and are in hard clay (not sand). Due to a leak at this spot (surprise!), I need to replace this section of elbows. Any suggestions on...

I wasn't clear, sorry. The valve should turn exactly as you describe, but I can only turn it 90 to the left. Cannot turn it right at all when starting from the position in the pic. in other words, it will not turn 180 total, only 90.

Chad, good you mention that. I ran spa mode this morning, and it worked as it should. The two Jandy valves turned in unison, and water was coming into the spa via the return. No issues.

I uploaded a couple more pics to better show the check valve piping. Do you know what that valve below the black tape is for? Just tested the spa drains - they're not leaking :)

Thanks for your latest, Jim. The black tape covers some bubble wrap that insulates a temp sensor. This is to fool the freeze protection to prevent the spa blower pump from turning on during a mild frost. Otherwise, there is nothing under the tape except piping. After the spa problem started...
