My pool stays around 7ppm FC with a CYA of 35-40 and we all swim in it with no problem.

I would think so. Im guessing there is a problem with the test in some way if everything else is staying stable

How are you testing your CYA? Are you using a TF kit or is a pool store doing it?

I was always under the assumption that CYA is really only lost due to backwashing and splash out.

Also I highly suggest getting a test kit of your own from TF testkits. I bought one a few weeks ago and it really helps knowing where you stand.
