    If its a Balboa pack, sounds like the dip switches might not be set right seeing as you replaced both the topside and the board. If it's a Gecko, it might be the low level setup that's not configured right. Post up the requested pictures.

    The problem with using Clorox these days are the "fresh scent" additives. Same for just about any store brand bleach. Going with pool chlorine gets you usually a higher strength concentration of chlorine as well as no additives that can cause things like foaming.
