Should be an easy fix. I would sand down the weir area after removing the bolt, epoxy the bolt holes up and then sand flush and then just epoxy the wier bracket to the base of the skimmer. Epoxy is some great stuff and would probably last for many years.

The red appears to be a cover for the blue tile sheets. After it dries they pull the covering off. Looks really nice. Would be cool if pool builders in USA did all tile pools on occasion.

Do you have roots coming out of the corms of the banana plants? The closest one in the back of the carts doesn't seem to have any. Without getting the corm and some roots. the plants will not grow.

Not sure what to tell you on the mud and other issues but on the skimmer height they are probably planning on using a skimmer extension. They're not that uncommon. It is a sleeve that slides into the skimmer and extends it and you can level it independent from the skimmer.
