When to replace pumps?

So I'm thinking the 1HP for the waterfall, and perhaps 2HP for the filter? Or would the 3HP be worth the extra ~$100 cost?

For $100 extra I would get the 2HP. For $500 I would skip it.

Is there a recommended vendor?

We don't recommended vendors. Vendors on those pumps seem top change often.

Or should I just go through Amazon?
It depends on who Amazon lists as selling the pump and shipping it. I prefer dealing directly with a retailer for products that may require warranty or support.

My plumber came by to take a look and said he could do it.
Be sure to ask your plumber if he has, in fact, installed pool pumps. Otherwise the install may not go so well. For example, when was the last time he dealt with plumbing and 240V electrical installation related to a pool? It makes a difference. I'm a licensed "pool" plumber and "pool" electrician, but I won't work on anything not pool related and inside a residence.

Is it true that all VS pumps have to prime at full speed?

No. On some pumps you can adjust the priming speed and duration.

If so, would a higher HP damage my pipes/filter - even if I run it low 99% of the time? I have 1.5" pipes and my DE2420 lists 48 GPM
I don't believe so but I understand your concern.

You can put a 2-way diverter on the return output to choke down the flow and ensure it does not flow more than the 48 GPM if it turns out to be a problem.

Your pipes can take a lot more and will not be a problem.

The filter is unlikely to be damaged at 49 or 50 GPM. But we don't know where it will.
 
Is this the norm? How do I know what pumps do that? I haven't seen anything in the descriptions of the pumps I've seen that indicate this feature

Got to dig into the manuals of the candidate pumps.

If a pump is rated at 80 GPM, does running it at half speed = 40GPM? Or is the math more complicated than that?
It is not linear. Here is a pump flow curve for the IntelliFlo VSF pump...

Then you need to plot the pump head curve and operating points for your system to determine the flows.
